Biography
Mr. Moynihan served for over 20 years in government both locally as town administrator in Northbridge, Massachusetts and on the state level as an Assistant Attorney General, Chief Counsel for the Massachusetts Highway Department, General Counsel for the Executive Office of Transportation, General Manager of the Massachusetts Bay Transportation Authority (MBTA), Central Artery/tunnel Project Director, and Massachusetts Secretary of Transportation.
In addition to his government experience, Mr. Moynihan spent seven years as Chief Operating Officer and General Counsel for a privately held commercial real estate development and property management firm.
His practice involves assisting contractors, property owners, and developers in their dealings with state and municipal agencies. He represents a number of large, Massachusetts-based construction companies before MassHighway, the MBTA, and other state transportation agencies on matters ranging from construction contract claims to contractor prequalification and limit levels.
Mr. Moynihan represents developers and property owners on permitting issues involving state transportation agencies and local municipalities. In addition to his government relations, public construction, and permitting practice, Mr. Moynihan represents landlords, tenants, property owners, and developers on commercial real estate matters, including lease negotiation, property acquisition and financing.
Mr. Moynihan is admitted to practice in the Commonwealth of Massachusetts and in the United States District Court for the District of Massachusetts.
